You have to check with your building codes in the area. The decorative block I think you're talking about may not be structurally rated. Yes, it's strong enough, but if the code doesn't allow it, they could fine you and make you rip it all out.
Your better bet may be to try and find a decorative cinder block that you like. These blocks are acceptable for foundation use.
